I didn't know about dreamfoils, could you please share reason? I'm checking tbc database (twinstar) and I don't see any TBC new crafted items using dreamfoil. Or it will be for some greater protection potions? But I thought that TBC has it's own GXPPs?
If I remember correctly, the oils, wbuffs, etc. gain an effect which reduces their effectiveness over level 60. A lot of Classic's scaling is nuts.

I mean you're kinda correct. The 1% crit on Brilliant Wizard Oil is converted to crit rating, so at 70 it does not give a full crit. It is still better than the +42 spell damage TBC oil though for pretty much every class/spec. It only lasts 30 minutes instead of an hour and ends up being more expensive but it's still worth using, especially if you bought a ton of large brilliant shards earlier in Classic when they were dirt cheap.
Classic one is better but no it won't be harder to get. Anyway you ll still be farming dreamfoils, also.
as I'm preparing for TBC (stocking up whatever I can for raids) I realized that in TBC there is + 42 spell power oil on weapon (340 enchanting) and 36 spell power + 14 critical strike rating (300 enchanting). Looks like classic one is better and will be harder to get, am I wrong?
Avoid using skin products that can cause irritation, such as harsh soaps, shampoos, or skin cleansers, hair coloring or permanent chemicals, hair removers or waxes, or skin products with alcohol, spices, astringents, or lime.
After applying the medicine, you may cover the wound with a bandage dressing, or leave the wound open to the air. Your doctor will tell you whether you should cover the wound or not.
Get emergency medical help if you have signs of an allergic reaction: hives; difficult breathing; swelling of your face, lips, tongue, or throat.
What happens if I overdose?
If you need to remove the medicine, gently wash it off with water.
TBC (for the skin) is a combination medicine used to treat bed sores and other skin ulcers. This medication can help promote healing and relieve pain caused by these conditions.
Apply a thin layer of medication to the wound. Balsam Peru, castor oil, and trypsin is usually applied 2 or 3 times daily. Follow your doctor’s instructions.
Shake the spray form of this medicine before each use. Hold the can about 12 inches from your skin and spray enough medicine to coat the wound.
